Time Change in Europe: A Tradition Under Scrutiny

As Europe approaches the next seasonal clock adjustment on March 30, 2025, the longstanding practice of daylight saving time (DST) continues to be a topic of debate. Until 1996, different daylight saving time regulations applied across the European Union. Since then, a unified summer time has been in place for all EU member states, starting on the last Sunday in March at 2:00 AM CET (3:00 AM CEST) and ending on the last Sunday in October at 3:00 AM CEST (2:00 AM CET). However, this excludes regions outside the European continent, such as French Guiana. Originally introduced during World War I to conserve energy by extending evening daylight hours, DST has been a fixture in European timekeeping for decades. However, concerns over its impact on health, energy consumption, and daily life have prompted discussions about its relevance in modern society. In 2018, the European Commission conducted a public consultation revealing that 84% of respondents favored abolishing the biannual clock changes. This led the European Parliament to vote in 2019 for the cessation of seasonal time changes by 2021. Despite this legislative move, a consensus among member states on whether to adopt permanent standard time or permanent summer time has yet to be reached, resulting in the continuation of the current system.
